Do I have an obligation to settle tax in the Netherlands?

Don’t. The obligation to settle begins at the time of receipt of the call for payment.

Do I need additional documents if I did not have registration in the Netherlands or had but an incomplete year?

Yes. In this case, you need an income certificate from your country of residence. Most often it is Poland or Germany. To obtain such a certificate from Poland, you need to settle PIT36+ZG and then go to the tax office in Poland or send a letter requesting such a certificate. To get such a certificate from Germany, all you have to do is go to the tax office.

I received a settlement call and am determined to settle. What do I need to do?
